Meet the Executive Board
Beth Willwerth - Chapter President Beth has been an IRS employee since 2009. Prior to the IRS she was a Govt. contractor at the U.S. State Dept. After success as a Contact Rep in Accounts Management, Beth became a steward in 2014 and quickly took an interest in employee leave issues. Beth learned even more by attending national training conferences and local steward training. She immersed herself in all things NTEU, and after working in the NTEU office on a part-time basis, she was elected chapter secretary in 2019. During the Emergency Evacuation Order from March 2020 - June 2022, Beth was heavily involved with the roll-out of emergency paid leave and telework. She has served as Chapter President since July 2022 and holds a degree in Business Management and Human Resources. In her spare time, Beth is an avid runner, running 5k races on the weekends. She has a daughter in high-school, and owns two Siberian huskies.
Rob MacFarlane - Executive Vice President Rob has been an IRS employee since 2009, and has the same EOD as Beth! With a background in AM, Rob has been Chief Steward for Chapter 68 for over a decade and enjoys helping the chapter's membership however he can. He has extensive experience with grievance handling, TIGTA investigations and disciplinary/adverse actions.
Barbara Thomas (Doumaney) - Secretary
Barbara has been employed with the IRS and an NTEU member for 26 years. 25 of them she has worked hard as one of the mighty and strong Chapter Stewards. Barbara is passionate about our National Agreement and does her best to protect and enforce it everyday.
Kelly MacDougall - Treasurer
Kelly has been an IRS employee and NTEU member since 2011. She excels in many aspects of the contract and specializes in assisting our membership with FMLA. Kelly’s experience as a certified instructor in Accounts Management also assists in Kelly educating new hires and long-time employees of their rights under the contract.
Alan Clark - Membership Trustee Alan has been an NTEU Steward since 1998. He has served as a steward under six administrations, was a Membership Trustee from 2007 - 2013, Chapter Secretary from 2017 - 2019, and currently again as a Membership Trustee beginning in 2022. Alan is experienced in grievance handling, investigatory interviews, proposed disciplinary actions, and as an EEO Power of Attorney for different employees on several occasions. Alan considers it his distinct honor to be affiliated with this group of very experienced and dedicated fellow executive board members, steward cadre, and the entire membership.
